PLAN CREATION DEVICE AND PLAN CREATION METHOD RELATED TO EMPLOYMENT OF ENERGY DEMAND FACILITY

PROBLEM TO BE SOLVED: To provide an employment plan capable of properly suppressing utilization cost of a combined energy system.;SOLUTION: A plan creation device 20 creates an employment plan and a maintenance plan in a combined energy system comprising plural appliances for supplying energy to a plant. An appliance service life acquisition part 21 of the plan creation device 20 acquires an appliance service life (initial service life) indicating a service life time of each appliance. An evaluation function generation part 22 considers the appliance service life (initial service life) for generating an evaluation function for evaluating employment cost and maintenance cost required for employing and maintaining the combined energy system. An employment plan generation part 23 generates an employment plan so that, a total sum of the employment cost and maintenance cost becomes small, while satisfying the energy demand on a plant, based on the evaluation function.
