PROBLEM TO BE SOLVED: To provide a method for forming an electrochromic film which can be firmly bonded to an ITO substrate, an electrochromic film, and a substrate with a coat conductor layer of an electrochromic film.SOLUTION: A method for forming an electrochromic film comprises the steps of: forming a bonding layer of a conductor layer composed of a first organic molecule on a surface of the conductor layer on a substrate by a wet forming method and manufacturing a working electrode; and forming an electrochromic layer composed of a second organic molecule and a metal ion on the bonding layer of a conductor layer formed on the surface of the conductor layer by an electrolytic polymerization method using the bonding layer of a conductor layer as the working electrode.
