PROBLEM TO BE SOLVED: To provide a broadcast communication cooperation receiver capable of performing access control to each application.SOLUTION: A receiver 80 includes: access control information extraction means 817d for extracting start range information, link range information and resource use range information from a certificate; start range determination means 818 for determining whether or not it is possible to start an application on the basis of the start range information; link range determination means 819 for determining whether or not it is possible to start the application on the basis of the link range information; start control means 809a for controlling the start of the application on the basis of the determination results of the start range determination means 818 and the link range determination means 819; and resource access control means 820 for performing resource access control on the basis of the resource use range information.
