PROBLEM TO BE SOLVED: To provide an atmospheric pressure plasma treatment apparatus in which occurrence of abnormal discharge can be suppressed when a high voltage is applied, the treatment effect is high, and the stable discharge region is wide, and to provide a medical instrument and an atmospheric pressure plasma treatment method.SOLUTION: An atmospheric pressure plasma generator includes an insulator 1 extending in the axial direction. In the insulator 1, a first hollow section 5 is extending in the axial direction as a plasma generation space. A single electrode 2 is arranged to extend in the axial direction, in a second hollow section 6 provided in the insulator 1 to extend in the axial direction. Furthermore, a power supply 4 for applying an AC voltage to the single electrode 2 is provided.
