PROBLEM TO BE SOLVED: To provide a duplicated issuance determination device and a duplicated issuance determination system which can be easily introduced into an existing system.SOLUTION: A determination device 60 comprises: an issuance history storage part 62a for storing, as an issuance history, identification information of an issued card acquired from an issuing device 50; an invalidation history storage part 62b for storing, as an invalidation history, identification information of an invalidated rejection card acquired from an invalidation device for validating the rejection card which is rejected among issued cards; and a determination part 63b for determining that card issuance is duplicated issuance for each time of the card issuance when the number of the issuance history is larger by two than the number of the invalidation history for the same identification information.
