PROBLEM TO BE SOLVED: To provide a passage ticket determination system, a ticket issuing machine, an electronic signature generator, a charge calculation machine, a determination device, and a passage ticket determination method that prevent a passage ticket from being altered and are capable of being operated as a system even when the ticket issuing machine is stolen.;SOLUTION: A ticket issuing machine 30 includes an encryption first secret key storage unit 3022, a decryption unit, a hash value calculation unit 3028, an electronic signature generation unit 3029, and an output unit 303. The encryption first secret key storage unit 3022 stores an encryption first secret key. The decryption unit decrypts the first secret key. The hash value calculation unit 3028 calculates a hash value. The electronic signature generation unit 3029, on the basis of the hash value and the first secret key, generates an electronic signature. The output unit 303 issues a passage ticket. A charge calculation machine includes a reading unit, a determination device, and a charge calculation unit. The reading unit reads code information. The determination device determines validity of the passage ticket.
