PROBLEM TO BE SOLVED: To promote the use of electronic book data.SOLUTION: A lending processing unit 12 gives access right of certain electronic book data to one user and then estimates time in the future in which accessibility of the user to the electronic book data is equal to or less than a predetermined criterion on the basis of a history that the user has accessed the electronic book data (reading book time log). The lending processing unit 12, for the estimated time, rejects an access to the electronic book data from the user and controls such that an access from other user is permitted.
