In order to reduce energy consumed for waste water treatment, in a scrubber (10), an exhaust gas (g1) is purified into a purified gas (g2) by bringing SO 2 contained in the exhaust gas (g1) into contact with cleaning seawater (a1) and SO 2 -absorbed cleaning seawater is discharged as waste water (a2).
