PROBLEM TO BE SOLVED: To provide a valve bag capable of effectively preventing troubles such that a color material as contents leaks and a circumference is contaminated with the leaking color material, a method of manufacturing a color material package using the same, and the color material package.SOLUTION: There is provided a paper-made valve bag 1 having a both-bottoms stuck bag body 2 which have bottom parts formed at ends of a plane trunk part 6 in a flat cylindrical shape by folding the ends of the plane trunk part 6 inward, and stacking and sticking them together; and a valve body 4 which is formed in a flat tube shape and extended out of the bag body 2 from inside the bag body 2 while penetrating a first bottom part 10a of the bag body 2 so as to serve as a filling opening for powder. On an inner surface of the valve body 4, a resin layer covering the inner surface is formed, and resin forming the resin layer is an ethylene-vinyl acetate copolymer, a melt flow rate of the ethylene-vinyl acetate copolymer being 2 g/10 to 200 g/10 minutes, and a thickness of the resin layer being 40 to 140 μm.SELECTED DRAWING: Figure 1
