The device (1) has a fastening unit (3) fixing a set of elastic plates (2) in a position (12) to be protected, where the plates with thickness of 2 centimeters consist of rubber. The plates include a set of inserts made up of textile fabrics. The fastening unit is formed as an earth bolt or earth spikes with a core diameter of 25 millimeters, and the plates are mechanically and water-tightly connected to each other by vulcanization. A reinforcement element i.e. flattened steel bar, is provided for the elastic plates to prevent the deformation of the plates by suction force.
