The phase shifter comprises an optical resonator and a quantum dot, wherein a resonant frequency of the optical resonator is ωc; the quantum dot is located in the optical resonator, and the transition frequency of the quantum dots is ωx; the quantum dot and the optical resonator are coupled to obtain a coupling system; the transition energy difference of the coupling system is determined by ωc,ωx and a coupling strength g of the quantum dot and the optical resonator; ωx is set such that the transition energy difference of the coupling system is the same as the energy of one photon or two photons input by the coupling system.In the embodiment of the present invention, the phase inversion of the quantum state can be realized by adjusting the transition frequency of the quantum dot.
