[Problem] To provide an electrostatic spray generation apparatus and a charged aqueous particle spraying apparatus that are capable of charging and emitting fine particles having an average particle diameter not greater than several micrometers. [Solution] An electrostatic spray generation apparatus (10) is provided with: a liquid nozzle (20) through which a liquid column (38) is discharged into a release space; a liquid conduit (18) through which a pressurized liquid is guided to the liquid nozzle; a liquid side electrode (16) that is arranged inside the liquid conduit and that comes into contact with the liquid; a gas conduit (36) that is made of an insulating material and that has a gap nozzle (24) arranged around the liquid nozzle and generates a spray flow (40) by applying a gas flow from the gas nozzle so as to pulverize the liquid column at a spray-forming point P of the liquid column; and a dielectric electrode (26) that has a ring shape covering, with an insulating material, an electrode conductor (28) made of a conductive material and that is arranged so as to surround the spray-forming point located in the release space, wherein the spray flow of fine particles charged by applying a prescribed voltage between the liquid side electrode and the dielectric electrode from a power source (54) is discharged.
