A usage statistical method for a data usage monitoring technology, and a mobile phone, the method comprising: recording a data usage threshold value of a mobile phone in a screen-off state, recording application programs of the mobile phone that are required to keep running (S101); determining whether the mobile phone is currently in a screen-off state (S102); if not, maintaining an original state (S103); if yes, determining whether a current mobile phone data usage is higher than said data usage threshold value in a screen-off state (S104); if not, maintaining the original state (S105); if yes, closing all mobile application programs except for the application programs that are required to keep running, and sending technical usage data to a data acquisition terminal as preset by a manufacturer (S106). The present method is used to monitor whether a user's mobile phone is experiencing high data usage in a screen-off state. As soon as it is detected that mobile phone data usage is high, then unnecessary application programs are turned off, so as to proactively save mobile phone data usage for the user, while facilitating manufacturers in collecting relevant technology usage information in a timely and effective manner.
