Abstract The StarCluster settlement mechanism (SCSM) is a solution operating in power grid environments, such as microgrids or embedded networks. The SCSM serves the purpose of determining, which consumer will pay which supplier for which quantity of electricity at what price. It is explicitly not a solution balancing demand and supply or managing power flow, but rather works past the actual dispatch allowing the financial settlement for all supplied and consumed electricity. The SCSM enables consumers to create and adjust a personalised ranking of suppliers. The ranking allows to include suppliers in a consumers supplier portfolio that with a probability greater than zero will not be able to dispatch enough electricity to satisfy the demand of the consumer. The SCSM treats sources within the microgrid it is deployed on as wholesome electricity sources and treats them as preferable when calculating settlements. This allows for a reduction of price consumers have to pay when purchasing electricity. It also allows for an increased price suppliers within the microgrid receive, when compared to a reference feed in tariff. The SCSM is able to work fully automated and is designed to ensure a fair distribution of electricity. Here, fairness is defined as: Firstly, each supplier within the microgrid receiving on average the same price per unit for its supplied electricity. Secondly, each consumer receiving on average the same relative amount of electricity with regards to its personalised supplier ranking. The latter can be understood as each consumer receiving the same relative amount of electricity from its highest ranked supplier, the same relative amount of electricity from its second highest ranked supplier and so on, as every other consumer. The SCSM further allows for the creation and nesting of settlement environments, which in turn allow to favour trade among specified groups of suppliers and consumers. This is one of the instruments provided to the operator of the SCSM to control the settlement process, but can also be used to install special settlement groups which for example can help to promote specific types of generation such as rooftop photovoltaic in a well defined area. 16.
