[Problem] To provide a flagstone panel, a flagstone panel set, and a method of building a stone wall, which do not require work onsite by an expert, are capable of improving productivity, and have flexibility to meet various needs. [Solution] At positions corresponding to positions at which unit flagstones 3 are aligned on a formwork 7 depending on a design, with these positions corresponding to mounting holes 5 in the unit flagstones 3, mounting holes 10 for mounting the unit flagstones 3 are formed by a separator 9 in a panel plate 8 of the formwork 7. Next, the plurality of unit flagstones 3 are aligned on the surface of the panel plate 8 in a manner that finished surfaces 11 of the plurality of unit flagstones 3 are in intimate contact with the surface of the panel plate 8. In this state, an anti-peeling bracket 4 is mounted to a concrete joint surface 12 of the unit flagstone 3. The plurality of unit flagstones 3 are bonded by adhesive. The mounting holes 5 formed in bonded portions between the plurality of unit flagstones 3 are caulked in order to prevent outflow of cement, thereby building a stone wall 1.
