The present invention relates to a catalyst for a steam reforming reaction of a seaweed-derived hydrothermal liquefaction material, and a method for producing hydrogen by using same, the catalyst and the method producing, by using a Ni-K2TixOy catalyst, hydrogen through a steam reforming reaction of a seaweed-derived hydrothermal liquefaction material generated through a steam reforming reaction in seaweed. Since seaweed biomass, differing from conventional grain-based and starch-based biomass, is used as a material for producing hydrogen, cultivated land is unnecessary and the seaweed biomass can be utilized as a non-edible energy resource rather than a food resource. In addition, high productivity lasts for one year and a carbon dioxide reduction effect is superior to that of other biomass. Additionally, since hydrogen is produced by using the Ni-K2TixOy catalyst and performing the steam reforming reaction of the seaweed-derived hydrothermal liquefaction material, reactivity is higher than that of a commercial catalyst (FCR-4-02) and a high hydrogen yield is continuously maintained even in a long period reaction.
