Disclosed are a vacuum impregnation apparatus and a method for manufacturing phase-stabilized phase change materials using the same. The vacuum impregnation apparatus according to one aspect of the present invention comprises: a stirring part including a stirring vessel for receiving a phase change material and a porous object blended based on a predetermined mixing ratio, a plate disposed at a lower portion of the stirring vessel and including a temperature control device for controlling the temperature, a stirrer for stirring the porous object and the phase change material injected into the stirring vessel, an agitating motor connected to the stirrer and rotating the stirrer, and a vacuum pump for evacuating the inside of the vacuum impregnation apparatus in which the stirrer is located; and a controller for controlling the temperature, stirring, and degree of vacuum of the stirring part.
