The present invention relates to a phase-stabilized phase change material and a manufacturing method thereof. In a phase-stabilized phase change material according to the present invention, a phase change material can be maximally impregnated by a vacuum impregnation method including an additional filtering process compared to an existing vacuum impregnation method. Therefore, the maximum thermal efficiency of the material can be obtained, and economic efficiency is enhanced due to the recycling of the phase change material.
