The present invention relates to a method for providing a webtoon and animation creating tool based on a clay for children to create an own story and to create a cartoon with a tactile clay production method based on the created own story. According to an embodiment of the present invention, the method for providing a webtoon and animation creating tool to a user by an application coupled to a user terminal comprises the following steps of: storing a plurality of capturing files with respect to the clay in which the user created; and connecting the plurality of capturing files according to a user manipulation to convert into one webtoon or a video.
