The present invention relates to an apparatus and method for implementing an autonomic network virtualization platform considering an SDN-based traffic change, which enables all virtual networks to share a global marker by adding one global marker on a basis of an srTCM structure. The apparatus for implementing an autonomic network virtualization platform considering an SDN-based traffic change comprises: a bucket overflow determination unit for determining if a bucket is overflown when a marker of each virtual network refills a token, and if the bucket is overflown, adding extra tokens to a bucket of a global marker; a resource collection provision unit for allowing the global marker to collect extra resources of each virtual network to provide the collected extra resources to virtual networks that lack resources; an excessive traffic generation interruption unit for interrupting an excessive traffic generation for the purpose of any virtual network monopolizing a global resource; and a traffic situation collection evaluation unit implemented in a virtualization platform to periodically collect and evaluate a traffic situation of each virtual network, and applying a punishment mechanism to each virtual network to limit acquisition of a global token.
