The present invention relates to a twisted steel wire·rebar member for construction and building, lengthily formed with a cross section of a polygon formed by at least three surfaces and allowing each surface to be formed as a curved surface which is smoothly twisted as a spiral shape; and a manufacturing method and manufacturing apparatus thereof, and a rebar concrete deposition steel mesh using the same. According to the present invention, the method comprises: a first step of feeding a steel wire unrolled from a rolled steel wire bundle to a descaling transfer unit to remove scale from the outer circumferential surface of the steel wire (W); a second step of neutralizing oxidized foreign matters on the surface and coating the surface with lime water while passing the descaled steel wire through a film coating unit; and a third step of forming the steel wire coated with the lime water as a spiral shape while passing through a rotary die assembly. Moreover, the apparatus comprises: a plurality of horizontal scrapers; the descaling transfer unit; a drawing die wherein a cross section of the steel wire passing through the coating unit is drawn as a predetermined shape and then is continuously twisted in the rotary die assembly; a rotary shaft; and a rotary die coupled to the rotary shaft to be rotated.
