The present invention relates to a fermented Lumbricus rubellus extract and a manufacturing method thereof; natural cosmetics containing a fermented Lumbricus rubellus extract having excellent moisturizing strength and absorption strength and promoting skin regeneration by using the same; and a health functional food comprising a fermented Lumbricus rubellus extract having an effect of preventing vascular adult diseases. According to the present invention, a mixture obtained by dipping and heating a fermented Lumbricus rubellus extract, which is aged by being impregnated by sugar, in water and an herbal material extract obtained by extracting an herbal material including Salvia plebeia R.Br. are mixed and distilled to be produced into a fermented Lumbricus rubellus extract and to be included as an active ingredient in a natural cosmetic product or a health functional food. Therefore, excellent skin affinity is secured, and thus the absorption force of the active ingredient absorbed into the skin is excellent. Thus, excellent skin regeneration effects with respect to burns and scars are secured. Also, skin moisturizing power is improved, and an effect of alleviating allergy and atopic dermatitis is excellent.
