Provided are an emotion recognition apparatus and method based on an emotion segment for efficiently and accurately recognizing the emotions of a user who are complicated and frequently changing. The emotion recognition apparatus based on an emotion segment according to an aspect includes a sampling part for extracting sampling data from input data for emotion recognition, a data segment generation part for representing the extracted sampling data by a plurality of data segments, and an emotion segment generation part which generates an emotion segment defined by an emotion corresponding to each of the data segments.
