The present invention relates to a device for manufacturing a shock absorbing nonwoven fabric improving a barb binding force of felt or nonwoven fabric. According to an aspect of the present invention, the device for manufacturing a shock absorbing nonwoven fabric includes: a web layer and ball type fiber shock absorbing material supply unit (100) forming a lower layer (11) and an upper layer (13) by supplying a synthetic fiber separated in a web shape to a web collection transferring device (200), and supplying a ball type fiber shock absorbing material layer (12) to the upper surface of the lower layer (11) piled on the upper surface of the web collection transferring device (200), wherein the web layer and ball type fiber shock absorbing material supply unit (100) also supplies the upper layer (13) to the upper surface and laminates a shock absorbing nonwoven fabric in which the ball type fiber shock absorbing material layer (12) is inserted between the lower layer (11) and upper layer (13); the web collection transferring device (200) transferring the shock absorbing nonwoven fabric in which the ball type fiber shock absorbing material layer is inserted between the lower layer and upper layer; a needle fixing unit (411) punching one side of the shock absorbing nonwoven fabric transferred by vertically moving, wherein a needle is fixed to the needle fixing unit (411); and a pattern punching device (400) laminating the lower layer (11), the ball type fiber shock absorbing material layer (12), and the upper layer (13). The needle fixing unit (411) can reciprocate at right angles to the transfer direction of the shock absorbing nonwoven fabric transferred and punches one side of the shock absorbing nonwoven fabric in a predetermined pattern.
