A foamed asphalt composition, a regenerated asphalt composition using the foamed asphalt composition, an asphalt pavement and a method of forming an asphalt pavement are provided herein. Exemplary foamed asphalt compositions are in the form of a cell matrix and include a base asphalt component and oxidized high density polyethylene. An exemplary asphalt pavement comprises a recycled asphalt layer comprising the foamed asphalt composition and recycled asphalt component. An exemplary method of forming an asphalt pavement comprises combining a base asphalt component and oxidized high density polyethylene to form an asphalt mixture. The asphalt mixture is foamed using water and compressed air to form a foamed asphalt composition. The foamed asphalt composition and the regenerated asphalt component are combined to form a regenerated asphalt composition. A regenerated asphalt layer is formed from the regenerated asphalt composition.
