Provided are an apparatus and a method for processing a three-dimensional surface transmission radar signal. The present invention obtains a multi-channel GPR signal by measuring a reflected signal corresponding to an excited electromagnetic pulse wave having the electromagnetic pulse wave per each of a plurality of channels on an indicator. Also, the present invention applies weights for compensating for signal attenuation according to distance and frequency in the depth direction of the multi-channel GPR signal, and sets a reference signal measured in each non-impairing period for each channel. In the present invention, Basis Pursuit (BP) -transforms the GPR signal and the reference signal to which the weight is applied, and removes noise of the GPR signal using the reference signal in a BP region. The present invention generates inverse Basis Pursuit (counter BP) -transforms the GPR signal in a time region and generates and outputs three-dimensional images based on the counter BP-transformed multi-channel GPR signal.
