The present invention relates to a method for producing a fermented ginseng concentrate, capable of increasing ginsenoside Rg2 content using a novel strain having saponin biotransformation ability. The present invention further relates to a cosmetic composition for wrinkle amelioration by using the fermented ginseng concentrate, having effects of suppressing activities of elastase, inhibiting activities of collagenase, and ameliorating wrinkles. Specifically, provided are a method for producing a fermented ginseng concentrate with enhanced ginsenoside Rg2 content, and a cosmetic composition for wrinkle amelioration using the fermented ginseng concentrate. To this end, the method comprises the following steps: a reaction solution production step for mixing ginseng powder or a ginseng extract along with purified water to produce a mixed reaction solution; and an inoculation step of inoculating a Saccharomyces servazzii strain GB-07 (accession number: KACC93250P, Korea Agrobiological Resources Resource Center) having ginsenoside bioconversion ability into the mixed reaction solution.
