The present invention relates to a manufacturing method of a fermented ginseng concentrate capable of increasing ginsenoside Rg2 content by using a novel strain having saponin bioconversion ability, and a cosmetic composition for improving skin whitening using a fermented ginseng concentrate having an effect of improving skin whitening by inhibiting tyrosinase. To this end, the present invention provides a manufacturing method of a fermented ginseng concentrate with increased ginsenoside Rg2 content, comprising: a reaction solution preparing step of mixing ginseng powder or ginseng extract with purified water to prepare a mixed solution; an inoculation step of inoculating the mixed reaction solution with Saccharomyces servazzii strain GB-07 (accession number: Korean agricultural microorganism resource center KACC93250P) having ginsenoside bioconversion ability; an enzyme mixing step of inoculating the mixed reaction solution with pectinase-based Optivin Mash enzyme; a fermentation step of fermenting a fermentation target object inoculated with the Saccharomyces servazzii strain GB-07 and the Optivin Mash enzyme; and a filtering concentration step of filtering a fermented product fermented in the fermentation step and concentrating the same.
