The present invention relates to a virtual reality based safety experiencing and educating system to experience a phenomenon by using virtual reality when a life accident such as a fire or a natural disaster such as an earthquake occurs and also to easily learn how to cope with various situations when the natural disaster or the life accident occurs. The virtual reality based safety experiencing and educating system includes: a safety experience hall (10) for allowing a user to experience a disaster situation using the video of a virtual reality; a VR test hall which produces a disaster situation experienced in the safety experience hall (10) by using the video of a virtual reality and testes each survivor in order to overcome disasters or to escape safely through a proper selection in various situations where disasters occur.;COPYRIGHT KIPO 2018
