Provided are a method and an apparatus for determining an energy conservation measure (ECM) for a building retrofit. An analysis apparatus receives a condition for a building retrofit, and selects detail ways of one or more ECMs for a building based on the condition, wherein a plurality of detail ways can be present for one ECM. Furthermore, the analysis apparatus selects at most one detail way among the plurality of detail ways of each ECM. In addition, the analysis apparatus provides one or more ECM determination ways which include an energy conservation amount-based ECM determination way and a cost-based ECM determination way.
