The present invention relates to a catalyst comprising a carbon support and core-shell nanoparticles carried on the carbon support, wherein the core of the core-shell nanoparticle is a cobalt metal containing no heteroatom and the shell contains carbon. Accordingly, the catalyst for oxygen reduction reaction of the present invention is a catalyst in which cobalt-core and carbon-shell nanoparticles are supported on the carbon support through a ligand stabilization method and heat treatment, and can be synthesized so as to have a high degree of dispersion with nano-sized particles. Particularly, the catalyst can be used to enhance oxygen reduction activity and durability in a fuel cell driven in an alkaline atmosphere, and thus can be applied to a cathode as an electrode catalyst, thereby enhancing an efficiency of the fuel cell.
