The present invention provides a pharmaceutical composition for preventing or treating pigmentary skin diseases including HSYA and a skin whitening cosmetic composition. The composition of the present invention shows an inhibitory effect on tyrosinase activity, thereby reducing melanin production. The composition of the present invention can be applied to prevent or treat pigmentary skin diseases caused by melanin overgrowth, and is also applicable to skin whitening.;
