The present invention is to provide a small in-reactor fission chamber detector for monitoring criticality with a coolant at room temperature. The detector is provided in a reactor while monitoring and measuring a neutron flux to accurately measure a core neutron flux to operate a nuclear reactor and to reach core criticality. More specifically, the present invention is to provide a small in-reactor fission chamber detector for monitoring criticality with a coolant at room temperature which enables a core to stably reach criticality even if a coolant is at room temperature by enabling a control rod to be accurately controlled through high accurate neutron flux monitoring even with a nuclear reactor to which a natural circulation cooling method and a boron-free core method are applied.
