A point to multi-point communication system based on cognitive radio TDMA is disclosed. The present invention is configured to support one-hop range communication by configuring a point to multi-point topology around a cognitive radio network base station, and further to support horizontal and vertical terminal communication by operating a sounding channel. It is possible to reduce the hassle of passing through the base station for communication between terminals and greatly increase the network transmission rate and transmission efficiency. In addition, by supporting 2-hop relay between the terminals, an output between the base station and the terminal is limited in order to minimize frequency interference to a major user. Thus, a reduced transmission distance can be expanded while minimizing a transmission output. The point to multi-point communication method includes a step of setting a common control channel, a step of performing synchronization and rendezvous with a plurality of first terminals; a step of allocating radio resources; and a step of supporting direct communication between the first terminals.
