According to the present invention, provided is a system for designing a maximum capacity of a TBM, which includes: a storage unit (100) in which a database (a) is stored; and a control unit (200) for deriving maximum capacity information (c) of the TBM according to a relational expression (b) calculated from the database (a), wherein the maximum capacity information (c) includes: maximum thrust information (c1), cutter head driving torque information (c2), and power information (c3). According to the present invention, the maximum capacity of the TBM can be objectively and efficiently designed.
