The present invention relates to a device, facility system and method for assessing heat island mitigation performance of a water permeable or holding block by measuring the temperature of the surface of a water permeable/holding block and upper air temperature under a uniformly controlled weather condition. The device for assessing heat island mitigation performance of a water permeable/holding block comprises: a block reception frame consisting of a bottom plate having a plurality of drain holes arranged at equal intervals in rows and lines and having side walls where a plurality of overflow holes are formed on an upper part thereof at equal intervals in a transverse direction; a lower waterspout having a funnel-shape and positioned on a lower part of the block reception frame to collect water flowing out through the drain holes and discharge the water to a water storage tank; and a support frame including pillars supporting each corner and the center of each side of the bottom plate of the block reception frame, a transverse connecter connecting the lower ends of the pillars, and rod cells installed on the center of each pillar supporting the corner.
