The present invention relates to an intelligent CCTV recovery apparatus and an intelligent CCTV recovery system. An intelligent CCTV recovery apparatus according to the present invention includes: a digital input interface unit connected to an IP camera and a network video recorder to receive their operating states as digital input signals; a monitoring unit for monitoring whether the IP camera or the network video recorder is in a normal operating state by analyzing the digital input signals; a recovery unit for generating a digital output signal for recovery when the monitoring unit determines that at least any one of the IP camera and the network video recorder is in an abnormal state; and a digital output interface unit connected to the IP camera and the network video recorder to output the digital output signal from the recovery unit to the IP camera or the network video recorder in the abnormal state. Since the IP camera or the network video recorder is automatically recovered by the intelligent CCTV recovery apparatus without providing manpower or paying cost according thereto, the intelligent CCTV recovery apparatus and the intelligent CCTV recovery system of the present invention have an effect of saving a lot of maintenance cost.
