The present invention relates to a system to determine an emergency situation based on motion analysis, capable of correctly measuring whether the emergency situation occurs, and a method thereof. According to one embodiment of the present invention, the system to determine an emergency situation based on motion analysis comprises a wearable device including a sensor unit to measure the degree of motion of an examinee and to measure an electrocardiogram signal and body heat of the examinee under a predetermined condition and a control unit to allow the sensor unit to measure the degree of motion of the examinee under a predetermined measurement condition; and a server which communicates with the wearable device and comprises an emergency determination unit to digitize the degree of motion of the examinee based on the degree of motion measured by the sensor unit and to determine whether an emergency situation occurs based on the measured electrocardiogram signal and body heat and the digitized degree of motion and a measurement condition modification unit to modify the predetermined measurement condition based on the digitized degree of motion.
