The present invention relates to an apparatus to manufacture ice syrup, which makes syrup into an ice pellet. According to the present invention, the apparatus to manufacture ice syrup comprises: a case (2); a syrup vessel with a predetermined capacity to contain syrup; a hot water mixing vessel (20) with a predetermined capacity to contain supplied water; a heater (30) to heat the water and the syrup supplied to and mixed in the hot water mixing vessel (20) at a predetermined temperature; an ice tray (40) having a plurality of grooves (41) formed on flat and bottom surfaces at intervals to contain the water mixed with the syrup, which is supplied from the hot water mixing vessel (20); a tray fixing member (42) to fix and support the ice tray (40) therein; a cooler (50) installed inside the ice tray (40) to cool the water contained in the groove (41) at a predetermined temperature; a motor (60) to rotate the tray fixing member (42) forward and backward; a controller (80) to output a signal for controlling operation of the heater (30), the cooler (50), and the motor (60); and a control panel (90) visually displaying a control state of the controller (80) through a display unit (91) and including an input button unit (92) to set a condition for manufacturing the ice syrup.
