The present invention relates to a method to prevent deterioration of concrete and perform coloring pavement using penetrative nano-coat and an oil type coloring agent, which colors a surface of concrete. According to the present invention, the method comprises: a bottom surface arrangement step of arranging a surface of deteriorated concrete exposed to the outside; a penetrative nano-coat spray step of spraying penetrative nano-coat on the deteriorated concrete exposed to the outside by using a spray apparatus after the bottom surface arrangement step, wherein a B agent including water are mixed with an A agent by 1 : 6 to 9 based on a weight ratio to disperse the A agent such that the A and B agents are uniformly mixed; and an oil type coloring agent spray step.
