There are provided an operation support apparatus, an operation support method, and an operation support program, according to which it is possible to cause a user to perform an operation with an appropriate load. An operation supporting apparatus 10 includes: a pulse measuring unit 21 that measures a pulse rate of a user; a moving speed measuring unit 20 that measures a moving speed of the user; and a guidance unit 22 that guides the moving speed of the user based on a pulse frequency range set in advance by the user, the pulse rate measured by the pulse measuring unit 21, and the moving speed measured by the moving speed measurement unit 20.
