A scenario is defined that includes models of vehicles and a typical driving environment, and a traffic light having a state (red, green, yellow). A model of a test vehicle is added to the scenario and the camera location is defined on the test vehicle. The perception of the scenario by a camera is simulated to obtain an image. The image is annotated with a location and a state of the traffic light. Different annotated images can be generated for different scenarios, including scenarios without traffic lights or with traffic lights that do not control the test vehicle. A machine learning model is then trained using the annotated images to identify the location and condition of traffic lights that control the test vehicle.
