To provide an admixture exhibiting excellent flowability, and further capable of suppressing increase of viscosity and reduction of state with the lapse of time, even when used for concrete containing low quality fine aggregate, and a cement composition containing the same.SOLUTION: There is provided an admixture for low quality fine aggregate-containing concrete containing a polycondensated article having following (I) to (III): (I) at least one structural unit, which is an aromatic part having a polyether side chain having 9 to 41 ethylene glycol units, (II) at least one structural unit, which is an aromatic part having at least one phosphoric acid ester group, and (III) at least one methylene unit (-CH-), and having mass average molecular weight Mw of the polycondensated article in a range of 3,000 to 50,000.SELECTED DRAWING: None
