To provide a component preparation instruction system and a component preparation instruction method that automatically issues a matching instruction to efficiently perform component preparation work in the case of external setup work where the component preparation work is performed outside a component mounting line, and a portable terminal used for the system and the method.SOLUTION: A component preparation instruction system that automatically issues a matching instruction includes: a management device 2 that manages production data including information on a reel member 14 and information on a plurality of component mounting machines to which the reel member 14 is attached in the case of external setup work where component preparation work is performed outside a component mounting line; a reading unit that reads reel information on the reel member 14; a collating unit that collates the read reel information with the information on the plurality of reel members 14 included in the production data; and an output unit that outputs mounting position information to which the reel member 14 to which the collation result matches is to be mounted.SELECTED DRAWING: Figure 2
