PROBLEM TO BE SOLVED: To provide a system, a device, a method, and a recording medium that can predict the cost of a foreign patent by comparing and examining different various methods for prediction, including a statistical method, to find out a more accurate and more efficient method for estimating the cost for a patent in foreign countries, especially in the United State of America.;SOLUTION: The present invention includes the steps of: predicting the frequency of generation of the next procedure by a plurality of methods for prediction on the basis of data on foreign patent application procedures; calculating a prediction error generated by the methods for prediction; selecting a method for prediction which generates the smallest error of the methods for prediction; and outputting the result of prediction processing calculated by the selected method for prediction.;SELECTED DRAWING: Figure 2;COPYRIGHT: (C)2019,JPO&INPIT
