To provide a composition for manufacturing tea.SOLUTION: There is provided a compound for manufacturing tea, containing a layer of a fibrous plant product and a plant extract carried by the layer, in which the plant extract is carried by the layer after manufacturing the layer of the fibrous plant product, the plant extract contains tea, the layer of the fibrous plant product contains a wet reinforcement agent of 0.1% (w/w) to 20% (w/w), the layer of the fibrous plant product contains (i) fiber of tea and/or fragrant grass and (ii) cellulose fiber, and an element of (ii) is not derived from an element of (i).SELECTED DRAWING: Figure 1
