To provide an ultraviolet light-emitting phosphor and an ultraviolet light-emitting device in UVB region of which luminance is increased by controlling light absorption property of a base crystal by impurities addition using an ultraviolet light-emitting phosphor based on a rare earth aluminum garnet crystal, and achieving high efficient absorbance of excited light energy.SOLUTION: An ultraviolet light-emitting phosphor is a phosphor in which a rare earth aluminum garnet crystal (LuY)(AlZ)O, wherein 0≤x≤1, 0y≤1, and Z is B, Ga, In, Tl, is based and at least Bi ion and Sc ion forming a light emitting center are co-added, the Bi ion is substituted by a site of Lu or Y, and the Sc ion is substituted by a site of Al, the phosphor is excited by irradiation of the excitation light and an ultraviolet light is emitted. An ultraviolet light-emitting device has the ultraviolet light-emitting phosphor and an excitation light irradiation means for irradiating the excitation light by plasma arc to the ultraviolet light-emitting phosphor.SELECTED DRAWING: Figure 2
