To provide a bearing pad of a journal bearing device which can suppress axial vibration, the journal bearing device having the same and a rotating machine having the journal bearing device.SOLUTION: A bearing face including an upstream-side region in which a recess is formed is arranged at a cross section orthogonal to an axial direction passing a center position of a bearing pad of a journal bearing device in the axial direction. An upstream end of the bearing face is located on a circular arc which is defined by the bearing face in the upstream-side region, and an upstream end of the recess at the cross section orthogonal to the axial direction is located within a range of 0≤x≤0.3 L in a peripheral direction with the upstream end of the bearing face as a reference by using a peripheral length L of the bearing face.SELECTED DRAWING: Figure 4
