To provide a label data generation device, a label data generation method and a program capable of easily generating learning data.SOLUTION: A label data generation device includes a label storage part and a label arrangement part. The label storage part stores a form of an object for each kind of the object. The label arrangement part, based on identification information indicating a position and the form of the photographed object in an image and the form for each kind of the object stored in the label storage part, generates label data in which the label of the object is arranged at a position corresponding to a pixel constituting a region where the object exists in the image, and which has a size in which the size of the image is magnified by k-times (k0).
