To provide a route guidance system capable of presenting an appropriate route guidance to a user who has a limitation relevant to a travel route.SOLUTION: An information processor 101 obtains a piece of data measured by a sensor S from a terminal 102 which has the sensor S. The information processor 101 determines elements that inhibit migration existing in a section the user of the terminal 102 has migrated on the basis of the obtained data. The information processor 101 identifies a value indicating the difficulty of moving when a user with a constraint in a travel route moves the section from movement restriction point information on the basis of the determined result and stores the identified value indicating the difficulty of moving associating with the related section in a storing unit 110.
